
MESA COUNTY, Colo. — The Mesa County Sheriff’s Office (MCSO) announced a series of convictions stemming from Internet Crimes Against Children (ICAC) investigations that began in 2024, many in partnership with Homeland Security Investigations and other agencies.
An ICAC operation in spring 2024 led to several search warrants, the seizure of sexually explicit materials involving minors, and five arrests that summer. A separate ICAC case resulted in an additional arrest in December 2024. All six cases concluded with convictions in summer and fall 2025.
Sentencings:

Anthony Svaldi, 48, of Loma
- Conviction: Sexual Exploitation of a Child
- Sentence: Sex Offender Intensive Supervised Probation (SOISP) for 10 years to life
- Jail: 90 days
- Additional terms:
- Must register as a sex offender
- Protection order for the life of the sentence
- No contact with minors under 18 during probation
- No unsupervised contact with animals without prior probation approval during probation

River Kincaid, 26, of Grand Junction
- Convictions:
- Two counts of Sexual Exploitation of a Child (concurrent)
- Distribution of a Controlled Substance (consecutive)
- Prison:
- 8 years in Colorado Department of Corrections (DOC) + 3 years parole (Count 1)
- 8 years in DOC + 3 years parole (Count 2, concurrent)
- 4 years in DOC + 3 years parole (Distribution, consecutive)
- Additional terms:
- Must register as a sex offender
- Protection order for the life of the sentence

Luther Miner, 25, of Grand Junction
- Convictions: Sexual Exploitation of a Child; Tampering with Physical Evidence
- Sentence: 4 years SOISP with 14 months community corrections as a condition of probation (for each count)
- Additional terms:
- Must register as a sex offender
- Protection order for the life of the sentence
MCSO credited the 21st Judicial District Attorney’s Office, Homeland Security Investigations, and local and state partners for their work. The agency emphasized that Child Sexual Assault Materials and child exploitation “will not be tolerated in Mesa County.”
